Volume difference between cd player and turntable

When I play cd's my receiver volume is usually about -35 on a -80 to +10 scale but when I play albums it's up to about
-20. I have MMF 5.1 SE with the stock Goldring cartridge (MM) and a VP-130 phono pre-amp. Is the volume position difference due to the output of the cartridge or the phono amp or something else? The phono amp has it's output at the maximum. Thanks for any help.
