Hmmm -- what I see there is, under "recordings," this message: "Due to copyright issues, the items in this category cannot be displayed in your jurisdiction." And I'm in New England too.
Quite strange- the whole point is that it's free and open to the public. What browser are you using? Anything oddball? Is your ISP routed through Russia via North Korea?--Kidding
Also try emailing them: info@europarchive.org
I get the same result, regardless of browser.
They may be considered legal in other countries, but not in the US.
www.archive.org is a good site for legal, lossless, free music downloads(and film..)
Can't be that. I'm in the US, using a plain jain IE browser- nothing fancy. Let me look into it. Sorry guys!
I have the same problem too.
Works fine in my Firefox browser.

So- anyone using AOL or somehting that is using a bit heavier handed security? Could be your local ISP's fault too. Strange...
Nope.
Same result regardless of ISP also.
Perhaps something of my link was not playing nice with some users? I linked directly to the recordings section- Try their home page:

I get the same thing - not in my jurisdiction - NYC?
Same result.
My guess is that the site does not know that you are located in the US.
no go here in NC
A FLAC-encoded Beethoven String Quartet is downloading as I type, apparently without problem.

Well, it's the Pascal Quartet, whom I don't know, though my initial impression of the performance is positive. But it's a dull-sounding mono transcription from LP, unfortunately, with big-time rumble.
