I would be more concerned about damage to you or anyone else! Your description sounds to me like you have a "live" chassis and that is dangerous and unacceptable. Contact Velodyne (the company) immediately; do not contact Velodyne (the sub).

but do u have explanation maybe , why all this electrical phenomen disappears as if it doesnt exist when i put shoes ...

it simply disappears and i dont feel anything but when again take off shoes it returns!

Because the shoes insulate you from ground and open the current path. Fix the sub before it fixes you.
