If you can stretch your budget to $500 I highly recommend the SVS PB-2000. Found mine for $459 open box/scratch and dent off their website. I have actually broken more than one light bulb with the darn thing.
There are no "stellar" subwoofers for under $400 IMO.The BIC is not very good for anything IMO.
My recommendation would be the NHT B12D, which is a bit more money but excellent for music.
If you are strictly limited to $400, my recommendation would be the Polk PSW505, which is fairly decent overall, or the KLipsch RW12D, which is fairly good.
