PC speakers sytems have no bass to speak of because they are too small.

Get a small subwoofer to use with them. People often upgrade to larger subs, and you can get good deals on used ones.

The Edifier R980 is a speaker I would look at; around $70 in the USA.

Cyber Acoustics has some pretty nice 2.1 gear in that price range. Most of their 2.1 systems have a volume pod that had a bass volume control as well as a headphone output jack. The CA-3908 is the range topper at $100USD. It's 92W peak power so it should be plenty loud for friends hanging out.
