How does Ambisonic surround handle HRTF?

The purpose of ambisonics is to approximate the sound pressure of a single point in space, and how that changes in three dimensions. There really isn't any room for head effects in the concept, but ideally, that shouldn't be in the recording to begin with: optimal HRTFs are extremely personalized. Moreover, the ambisonic technique makes considerably more sense when driving speakers, while the HRTF technique virtually requires headphones for optimal effects.
