"best" is really a meaningless term. the proper thing to do is determine your budget and base your buying around it.
I would suggest a Technics SL-D2. If you want something different than it's brother, Rega P2. The problem is the Rega costs twice as much as the Technics and is a piece of junk.

Try the KAV Technics SL1200? People seem to like it and it's right around your budget. If I were you, though, I'd get a vintage Empire or Dual 1019 and go with some Audio Technica cart.

I'd say do the Sun Tzu* thing..and wait by the river..like a hungry man with a spear...and wait for the perfect victim to float by.
Meaning, if you go to audiogon..you can find used Rega P3's and maybe the odd Systemdek turntable just waiting to be bought as the original owner finally upgraded. Maybe even an MMF5 or the like. With cartridge as well. For $400, that is is definitely a doable thing.

The only way a new $400 TT will be significantly better than the Technics is if you buy a "new" used TT. Audiogon is probably the best place to look.

I recommend a used Rega on Audiogon. See if you can get a P3 in your budget range.
What don't you like about the table?
I have 10 turntables including Regas, Technics, Duals, Project and others.
IME, no new $400 table will sound better than an old Technics DD.
I would suggest a new cartridge and a soft thin Rega/Pro-ject style felt mat on top of the rubber one. The mat will reduce the slight hardness in the upper midrange, add warmth and tighten up the frequency extremes.
I use a new Technics 1210 DD on my system along with a Rega P5. The Technics sounds quite good and compares well with the Rega (they are different in presentation). Yes the big Rega is better not by as much as you might think.
