Record companies...
Not being in the record business, I don't know. But I would believe it to be true. I once checked out the Janis Ian website. The info there seems to correlate with the linked article's information regarding how record companies deal.
Just look at RIAA!
I would be willing to bet that a thorough investigation would reveal that the reason behind this is nothing more than total incompetence...lol. I am sure that everyone wants a sinister explanation, but I would bet against it.

I always knew from friends that it was "impossible" to make money on your first album or two but had never seen the math.
