In NY try Sound by Singer or Stereo Exchange. In Washington, I think you're out of luck, but JS Audio in Bethesda MD or the Gifted Listener in Centerville VA might stock tube gear.

I would get vintage tubes on the web. I have a classic tube McIntosh Tuner thought I bought from Audio Classics, which I think is in the New York area. My other vintage tuners are solid state, bought on EBay and refurbished locally.
