Why not just buy him a decent pair of speakers instead? Too much trouble trying to find a tweeter for so-so speakers that not only is the correct size but matching with the existing crossover is going to be next to impossible without getting into measurements. Then again you could try Ebay and maybe get lucky.
You can probably buy a drop-in replacement. You care about crossover frequency, efficiency, impedence and mounting diameter.
If he can find the crossover frequency, impedence, mounting diameter, and effiency, I'd be surprised if he can't find something appropriate at Parts Express.
Of course, we don't know if the crossover is still healthy or not.

Orange County Speaker Repair
They are awesome. I have bought countless re-foam kits from them and all thier stuff fits perfectly. If you have old JBL's that you just cannot part with like me, Orange County is your best bet. They also carry the midrange drivers and the various Titanium dome tweeters of many different JBL models.
