If you're in Malaysia (as your IP suggests), there may be a high amount of limestone or minerals in the water. I would think the residue you see is from the "hard water" and should be cleaned off the vinyl surface with steam distilled water to avoid any risk of grinding the minerals into the grooves of the LPs. I would think normal record care products would be all right, unless you mixed a concentrated solution with local water from the faucet (which would contain high mineral content.)

Just a quick question: do I need to apply any soap or cleaning agents when I clean the vinyl surface or do I just use plain distilled water?

Using some cleaning agents might not be a bad idea... I'd think they'd help loosen the mineral deposits. The main thing to be sure to do is rinse thoroughly with the distilled water to make sure nothing that can grind into the vinyl is left behind.
