That Onkyo receiver isn't too bad and at that price will allow you to get a little better speakers. It will get you by for a while and you can get something better later. Many here will suggest buying used to stretch your minimal budget.

Here is a suggestion incorporating your receiver find:
Onkyo TX-8511 $65
OPPO DV-980H 1080p Up-Converting Universal DVD Player $170
PSB Image B25 monitor loudspeakers $340/pair
Plateau F 30" steel speaker stands $80/pair

I started out pretty close to that budget not too long ago: I bought a Denon receiver & CD Player and a pair of Paradigm Phantom speakers. I loved that system!

I second the recommendation of the Oppo universal player. Best bang for the buck!!!!
