Power amplifiers seldom have a gain control.

The preamplifier that supplies the signal to the power amplifier varies the signal level.

The Schitt SYS is a low-cost high quality passive preamp that will allow you to vary the input level, and also allows you to switch between 2 signal sources.

The Carver amp has a gain of 29.5 dB and an input sensitivity of 1.7V. It should be easy to drive to full output.
The Arcam AVP700 output level (at 0dB gain) 2V rms, maximum level 3.5V rms. It should be able to drive the amp.
The output of the DragonFly DAC is 1.2 to 2.1 volts depending on the model. Are you sure you have the DAC volume turned up?
