is "windows media player" good enough for 44.1k > USB DAC?

To be up front, I do not know the answer to your question. But there a lot of free or very inexpensive package for Windows that offer much better functionality than media player. These include JRiver and Foobar 2000.
Even with those packages, typically to play higher res files you need an ASIO driver which allows the USB DAC to drive the clock for data transfer, rather than letting the computer do it. This is necessary for "asynchronous" USB DAC's (which is most modern DAC's these days).
If you don't want to experiment and you don't get a conclusive answer here, ask at computeraudiophile.com whose forum community mostly focus on computer-based audio stuff.

I wouldn't mind buying jriver if it offered a better sound than windows media player. I am only going to be playing 44.1k files for now.
