John Atkinson tried to help out with clarifying the criteria: Think of "Smoke on the Water" or "Back in the Black" and then list songs that are the opposite of those.
I think Mr. Marks is really just looking for good story-songs, like "Brandy, You're a Fine Girl," that have some sort of story development that takes place across the song, and have a well delineated beginning, body, and ending that give you a sense of the singer relating a story, rather than the song only being a sonic poem, if that makes sense.

As far as the judging criteria goes, I don't have access to the Feb Stereophile right now, so I was hoping that someone could finish the JM quote, "Entries will be judged on the basis of..."
