What is the best budget headset for use in a noisy open offices sales environment?

I'd recommend checking with a professional office supply site, who have good headsets for that purpose, and who know all of the parameters that can affect their use. On this audiophile site, the expertise is primarily for undistracted listening to music, without phone calls and work going on.

The problem with issues like isolation here at Stereophile is, the rest of the issues you need covered would not be addressed by any recommendations here, since the audiophiles here would use a very different kind of headphone.
I think I have narrowed it down to
Siberia V2
Koss SB49
I think the specs that are required are:
- Circumaural design
- Closed design
- Noise isolating pads
- Unidirectional Microphone with noise canceling
- Active noise canceling for the ear pieces is nice, but too expensive
