starting from scratch, need ideas for a simple setup

I'm assuming that you are looking more at two channel, is that correct? Do you anticipate listening to the radio much? If not you could get more for the money, quality wise by going with an integrated amplifier instead of a receiver.
Yes just 2 channel. Also, no radio at all so your right, an integrated amp would be better. Originally I was thinking of a receiver to plug in and organize my a/v too, but I forgot that my new TV has plenty of inputs for all of that! I've been stuck in the mindset of 1 a/v input on a TV for so long...
I'd look at the Onkyo A-9555 for $450 and Epos ELS303 for $800 a pair.

what would you recommend as far as bookshelf speakers in that pricepoint?
also, excuse the ignorance of this question, but what exactly will I get differently with a standing vs. bookshelf? In other words, why might a floor standing model be better concerning sound specifically?

The Paradigm Studio 20 v.4 can be found used in excellent to very good condition for that price. The Paradigm Titan Monitor v.5 is another possibility. The PSB G-Design GB1 monitors and the PSB Image B25 should get consideration. Triangle Esprit Titus ES and the Epos M5i also come to mind.
Generally, floor standing models will have more low frequency extension. In addition, you will likely need speaker stands with bookshelf speakers. Good stands likely start at $100/pair. A small footprint floorstander like the Epos ELS303 takes up no more room than bookshelves on stands.
If you took advantage of the deal on the Epos ELS303s then you could also get into the Jolida JD1501A hybrid integrated amplifier and stay close to your budget.

I moved last year and replaced my old Sony receiver (used for my TV system). I first tried another Sony but did not like what I was getting for the dollar. I tried Denon but the instructions were not in anything approaching english. I took it back and picked up an Onkyo and have been VERY happy with the ease of operation and build quality. If you have any interest in vinyl, check to see if the receiver or integrated amp as a phono side. If not you will need another phono amp, not a really expensive option but not cheap (at least $100)
