You might be able to get a pair of NHT Super Zeros around that price. I'd look on Ebay or Audiogon for a used pair of PSB Alpha speakers. You're almost certainly going to have to look for used or slightly blemished models, but you can get there with a little searching.
The Pioneer BS-22 speakers are a no-brainer for the best speakers under $200, and they can usually be found on Amazon or one of the other online retailers at approximately $100 or so.
Check out the Stereophile review done on them a few months ago.
I would fully agree with commsysman's Pioneer recommendation. These speakers are laughably inexpensive for what you get out of them. The smaller woofer reaches much further down that you would ever imagine, but due in part to it's size, these speakers sounds *fantastic* near field. They're amazingly detailed and relatively flat.
Other recommendation would be the Wharfedale Diamond 10.1 - but they are nearly 3 time more expensive.
For about the same price you can get some used BA CS26 from eBay....you get a 6.5" woofer, they go low to about 52hz, quite sensitive at 89db so they need little power to go loud hard to beat for the money. A bit on the bright side with the treble, just don't partner them with bright upfront amp and you're good to go.
