If the tabs are grayed-out, this suggests that the computer may not have a sound card or if it does, it is disabled. You need to go into the Control Panel and check the "System" menu then the "System Properties" menu, then the "Sound Video and Game Controllers" tab. This will tell you what is installed in your PC and whether it working or not.
Follow the instructions. It may be that you need to install a device driver that you can download from the Internet.

I guess the first question is do you have a driver for the sound card? This should be available from the Interweb from the soundcards (or motherboard if it's built in) manufacturer. Second, if it's a PCI card, is it sitting correctly? (Careful, don't touch the gold 'pins' with yer fingers!) If you can supply more detail on the particular card and computer configaration I might be able to help more...
