Yes, the e20 has phono inputs suitable for use with moving magnet or high-output moving coil cartridges. There is a switch on the back to choose between MM and MC. It's hard to say from the specs for the phono section in this pre-amp, but I'd have to guess that a low-output MC cart probably would not work well with it.
The first question is what phono cartridge are you using? If its a LOMC, then that may be your problem. Second, do you have the cartridge selector switch on the proper setting for the cartridge you're using?
If you have everything plugged in properly and you're not using a LOMC cart, then you may have problem elsewhere, such as your tonearm cable, tonearm wiring or a worn out stylus or cartridge. Let is know a little more about your setup (turntable make/model, cartridge, tonearm cable, etc.) and maybe we can help.

i have a rega p1, with the lp gear stylus. so its MM and I have the preamp set for that.
I ran my rega through a crappy dj mixer with a phono preamp then out to a different aux input in the preamp and it works fine. There shouldn't be anything wrong with the turntable nor the power amp or speakers. So since the preamp definitely has a phono stage I guess it's probably busted...
actually there is kind of another problem with my power amp... but I think i'm going to start a new thread about that to not derail this one...
