If budget is not an issue, the Ayre QA-9 (http://www.stereophile.com/content/ayre-acoustics-qa-9-usb-ad-converter) is the best-sounding and measuring 24-bit USB A/D converter I have encountered. As you pay less, while the output word length remains 24 bits, higher levels of analog noise reduce the resolution. For example, the popular eMU 0404, which used to sell for less than $200 offers about 17 bits of resolution. The Furutech GT40 (see http://www.stereophile.com/content/listening-105-page-3) offers an excellent balance between price and performance and includes a phono stage.
