A line stage preamp is a preamplifier that switches between your high signal sources such as CD player, tuner, etc, offers volume control. It serves as your control center of your stereo system and connects to your amplifier. A line stage preamp by definition does NOT allow you to hook up a turntable because that would require a phono stage.
I don't have any experience with Joule Electra components.
Of course, an external phono stage can be used with a linestage preamp.
