For $299 I have been pleased by the Musical Fidelity V-DAC, which has inputs for USB, coax, and optical. Avail now for $250. And the newest version Mk.II is $349 (AudioAdvisor and others). Good reviews on those by Stereophile.
The other budget champ seems to be Cambridge DAC Magic.

...maybe on AudioAdvisor but the sites seem to have switched over to the V-DAC "II" model now for $349, sorry. There's a ebay auction for a V-DAC, right now at $62.
