If you don't mind a non-original remote there are many, many universal remotes that will most likely be able to control it for cheaper than buying a replacement for the original, plus you'll be able to program it to control your CD player too. I've always had great luck with remotes from the following company http://www.universalremote.com/
They are flexible in their programming, powerful, great range, and extremely reliable.

That is a good call, I actually have a logitech universal remote, but the volume is in large steps rather than continuous. so it will go from soft to pretty loud with just one push, and never go in-between. I end up changing it manually most of the time anyway.

The logitech is probably putting out a stronger IR signal than the original remote so the preamp might be seeing the signal straight from the remote and then a reflection or two of the volume up command. Try quick taps of the volume button that may give you smaller steps in the volume.

I have, in fact no matter how hard, soft, long or short you press it always moves in the exact intervals. Also, for example, if I manual turn it between one of those interval steps then use the remote, it will snap back to one of those steps.

I found a replacement remote for my preamp on the internet too - it may have been the site mrlowry names or another one - I did have to poke around a bit to find the right model. Adcom had their own replacement available, for $100 - that was too steep, I thought, for just a basic remote - so I found an equivalent one (larger and different shape) for $30 and it works well.
Altho the volume steps are just a little too big...
